VAC Benefits for In-Home Care

TheKey helps eligible veterans access VAC-funded home care through programs designed to help you live safely and independently at home.

The Veterans Independence Program (VIP)

VIP provides annual tax-free funding for services that help veterans stay at home as long as possible. Eligible services include:

  • Personal care and daily living assistance

  • Housekeeping and meal preparation

  • Grounds maintenance

  • Nutrition access and meal delivery

  • Health and support services, including nursing visits

  • Transportation to social and health activities

  • Home adaptations like ramps, handrails, and stair glides

Who it's for: Veterans living in Canada who are eligible for VAC disability benefits, considered frail by VAC, or meet other eligibility criteria.

Treatment Benefits Program

This program covers health care benefits in three main categories relevant to home care:

  • Aids for daily living, including mobility aids, bathroom safety equipment, and bedroom supports

  • Nursing services, including visits, foot care, and assessments not covered by provincial health care

  • Special equipment, such as wheelchairs, lifts, and emergency call devices, plus home modifications to accommodate them

Who it's for: Veterans approved for a disability benefit, the VIP, or the War Veterans Allowance. No separate application needed; a VAC Healthcare Identification Card is issued automatically upon approval.

Attendance Allowance Program

A monthly tax-free payment to help cover the cost of hiring a caregiver for veterans who need assistance with daily activities like mobility, feeding, washing, dressing, and medication. Payment amount is based on the level of care required.

Who it's for: Veterans with a Disability Pension of at least 1% who are totally disabled and need daily assistance or supervision.

Caregiver Recognition Benefit (CRB)

A fixed monthly tax-free payment paid directly to an informal caregiver, such as a family member, friend, or neighbour, who is providing daily care and supervision to a seriously ill or injured veteran.

Who it's for: Veterans with a Disability Award or Pain and Suffering Compensation related to CAF service who require ongoing daily care at home.

Note: Veterans eligible for the Attendance Allowance are not eligible for the CRB, and vice versa.

A caregiver who understands military culture provides regular support, preparing meals, handling light housekeeping, providing transportation to VA appointments or social activities, and offering companionship that reduces isolation. For family caregivers, respite care gives you the break you need to recharge. You maintain your routines and independence while getting support that makes daily life easier and safer.

  • Service-related injuries or conditions are affecting your daily functioning

  • You’re experiencing cognitive changes that require specialised support

Daily caregivers provide personal care, mobility assistance, and medication reminders. Your Caregiver and Client Success Managers ensure seamless communication between your caregiver, your family, and VA providers, adjusting your plan as needs evolve. You get consistent, professional support that honours your service while maintaining your dignity and independence at home.

Complex Care

When intensive, specialised support is essential

  • You need care for advanced mobility limitations

  • You’re navigating advanced dementia or cognitive changes

  • You want comprehensive home care instead of facility placement

  • You’re receiving palliative care and want to be comfortable at home

What TheKey provides at this stage:

Advanced care in your home with Client Success and Caregiver Managers who oversee every detail. You stay in your home with the intensive, professional support your condition requires, surrounded by familiar things and consistent caregivers who treat you with the respect you’ve earned.

Questions About VAC Benefits and Home Care

Eligibility varies by program. The Veterans Independence Program supports veterans who need help maintaining their independence at home and meet VAC's eligibility criteria. The Treatment Benefits Program is available to veterans already approved for disability benefits or the VIP. We can help you understand which programs may apply to your situation and guide you through the process, but final authorization always comes from VAC.

VAC-funded care covers the cost of authorized home care services for eligible veterans through programs like the VIP and Treatment Benefits Program. Private pay care is available to any veteran regardless of VAC eligibility, and you pay directly for services. We serve veterans through both pathways and can help you understand your options.

We also carefully match caregivers based on personality and shared experiences when possible, ensuring you're comfortable with the person providing your care.

Absolutely. Care coordination with your VAC healthcare team is a core part of our service. We communicate with your doctors and specialists, attend appointments with you if helpful, ensure medication schedules are followed, and provide updates on any changes in your condition so everyone is working from the same information and your care is fully integrated.

Yes. If you rely on an informal caregiver and are eligible for the VIP or Treatment Benefits Program, you may also qualify for respite care, giving your family caregiver the time and relief they need. The Caregiver Recognition Benefit may also provide direct financial support to your caregiver. We can help you explore what's available.
